Asbestos Containing Materials

Changes to the asbestos regulations came into force in Ontario on November 1, 2005. Additional requirements are phased in and will be in force as of November 1, 2007.
The new provisions relate to appropriate removal or encapsulation (sealing) of asbestos, new training and certification requirements for workers exposed to asbestos and also sets stricter requirements for employers to monitor asbestos through an asbestos management program.
Employers now must consider both friable and non-friable asbestos within their workplace. Other changes include a provision for re-inspection of existing areas of asbestos at more frequent intervals and records must be kept and updated at least every twelve months. A health and safety Committee must be established if there is asbestos in the workplace even at locations where there are fewer than twenty full time staff. Other changes include training for more workers, removal of friable and non-friable asbestos prior to demolition or structural changes to buildings with asbestos. The number and type of samples required to identify asbestos has also increased and removal or remediation methods have become more stringent.
