Engineering estimates are used when possible and may include using the following techniques:
material balances;
design specifications;
USA EPA emission factors;
existing testing results;
Should engineering estimate techniques not provide sufficient confidence, measurements might be recommended. Testing methods are selected which will provide the desired degree of confidence at the lowest cost to the client.
